Do it with your own risk
tested by me on android 2.2.X dan 2.3.X on several samsung

Because there are some android that can not display Arabic fonts by default, so to be able to display it in both the read and write the Arabic alphabet have to do some modifications to the file system.
The members XDA have managed to do this well,
thanks to madmack and brightidea for Their Work.
There are some custom rom that already support arabic very well, but if you get a rom that has not support arabic or want to make a stock rom to support arabic, the following steps steps

1. Root your Android first, depending on how each type HP, look first if not yet know how to root.

2. File system you need this deodex prerequisite, if not / have not deodex it must be changed first of odex be deodex.
How to know what a rom odex deodex, go to / system / app / then see there is the file with extension *. odex what not, if it exists then it is not deodex rom.
An easy way to use tool xUltimate get here and follow the steps that were there, I do not discuss it here because it will widen the discussion to deodexing.

How to root android here.

3. If you've deodex next step is patching framework.jar and libwebcore.so use tool from here thanks to madmack and brightidea
Quote:

how to patch:
- Download and extract the folder on your computer is up.

- Take / system / framework / framework.jar from your phone and put it in a subfolder that you extract input earlier.

- If you are not using CyanogenMod, you should also take the / system / lib / libandroid_runtime.so from your phone and put it in a subfolder input that you have extracted earlier.
- To make the arabic shaping in the Browser, take also the file / system / lib / libwebcore.so and also put in a subfolder that you extract input earlier.

- Double click commands.exe. Do not close the cmd screen that appears until the process ends.

- Version 0800 will result in recovery also flashable file in output folder. put this file on the sdcard, reboot into recovery and flash it. If it turns out flashing through recovery fails with any reason, you have to do it manually:
> Paste the output file / framework.jar on your phone in the / system / framework /
> Paste the output file / libandroid_runtime.so on your phone in the / system / lib /
> Paste the output file / libicuuc-arabic.so on your phone in the / system / lib /
> Paste the output file / libwebcore.so on your phone in the / system / lib /
> Paste the output file / lib__bcore.so on your phone in the / system / lib /
> There is also Aljazeera fonts in fonts folder. If you want to put this file in / system / fonts
and reboot

Kadang2 permissions and xml mengaupdate not properly resulting in corrupted data entry and if ultimately often force close after a reboot, then you need to factory reset

Done! Your phone has support arabic now.

4. To write arab, arabic keyboard install, there are several keyboard options in the market, choose which you prefer.

this is it...!!!
